Vexatious requests

Most people will exercise their rights responsibly but this practical refusal reason acknowledges that some individuals and organisations submit requests which may, whether by accident or design, cause a public authority an unjustified or disproportionate level of disruption or irritation, or may unduly distress members of staff. 

The Council of Minister's Code of Practice contains information about "matters to which a Public Authority may have regard to in determining whether a request for information is vexatious, malicious, frivolous, misconceived or lacking in substance".
