FOI Decision Notice Issued

The Commissioner has issued a decision notice under the Freedom of Information Act 2015 following receipt of a request for review.
This includes considerations of the application of an absolute exemption and a qualified exemption.
The onus is on public authorities to clearly document and demonstrate how exemptions apply to the specific information requested and, where a qualified exemption is relied on, that:
- the relevant prejudice or harm specified in the exemption, and level of that prejudice or harm, can be justified and supported; and
- how, in all the circumstances of the case, the public interest in disclosure is outweighed by the public interest in withholding the information.
